Gov. Tony Evers re-created Wisconsin's pardons board on Thursday, fulfilling a campaign promise to again consider granting pardons after his Republican predecessor, Scott Walker, halted the process eight years ago.

Evers, a Democrat, is putting his own mark on the process, declining to consider commutation of prison sentences as previous governors did and instituting a new restriction making people on the sex offender registry ineligible.

The Wisconsin Supreme Court on Tuesday reinstated most of the legislation passed by majority Republicans during a lame-duck legislative session aimed at capping the powers of their Democratic rivals.

The high court also blocked a trial that had been scheduled to start Wednesday on a lawsuit challenging one of the laws passed during the session, which came after a midterm election in which Republicans lost the governor and attorney general races.

Milwaukee County and the company formerly in charge of jail health services have paid $6.75 million to settle a lawsuit from the family of Terrill Thomas. He died of dehydration in the Milwaukee County Jail in 2016.

Many pro football fans are mourning the death of one of the sport's icons of the 1960s. Former Green Bay Packers quarterback Bart Starr passed away Sunday at the age of 85.

Starr thrived under the guidance of Packers coach Vince Lombardi, and the team won five NFL titles in the '60s, plus the first two Super Bowls. Perhaps Starr's most famous play was scoring the winning touchdown in the 1967 NFL Championship game against the Dallas Cowboys, a contest known as the Ice Bowl.

Milwaukee police searching for a homicide suspect fatally shot an armed man, but the man they were seeking remains at large. It happened Tuesday morning near 7th and Maple Streets on the near south side. 

Police say officers dressed in plainclothes were surveying a car based on a tip they received about Victor Cintron, the homicide suspect. Officers in their car were approached by two men, including an armed man wearing a mask, according to police. They say officers shot the masked man and the other ran away. No officers were hurt.

The city of Milwaukee has reached a tentative $2 million settlement with the family of a 22-year-old man who died in the back of a police squad car in 2011. Attorneys for the family say the money would go to Derek Williams' three children and the city would be held accountable for his death.

A divided Wisconsin Supreme Court on Tuesday restored 82 appointees of then-Gov. Scott Walker who were confirmed during a lame-duck legislative session, handing a victory to Republicans and defeat to Democratic Gov. Tony Evers.

A second Dane County judge has blocked a portion of Republican-backed laws limiting Gov. Tony Evers' and Attorney General Josh Kaul's powers. Judge Frank Remington Tuesday overturned language that requires Kaul to get legislative approval before settling cases. 

His order stems from a lawsuit brought by unions that argued the laws violate the separation of powers between the executive and legislative branches of government. Remington let stand portions of the laws that give the Legislature the right to intervene in cases.

Foxconn says its manufacturing facility in Wisconsin will be producing LCD screens by the end of 2020, with construction set to begin later this year. 

The news comes after the Taiwanese electronics giant last year scaled back plans for its massive new factory in Racine County, then sent mixed signals about whether it planned to suspend work there altogether. The company cited shifting market demands for its hesitation to build a huge factory near the Illinois border.

Gov. Tony Evers has declared a state of emergency across Wisconsin, as heavy rain and melting snow flood roads, fields and communities. Evers issued the declaration as an executive order Friday afternoon. It directs all state agencies to assist with response and recovery. It also authorizes Major General Donald Dunbar to activate Wisconsin National Guard units as he deems necessary.

Milwaukee Police Chief Alfonso Morales says a body found along a southern Minnesota highway is believed to be that of a missing 2-year-old girl, whose father is accused of killing her mother in Milwaukee. 

Morales says an off-duty public works employee saw something along Highway 218, north of Austin, Minn., as he was driving home Friday night. The chief says a child's body was found inside a blanket off the shoulder of the highway.

Democrats chose Milwaukee to host the 2020 Democratic National Convention (DNC). It was announced Monday that the Cream City beat out Houston and Miami to host the convention.

Electronics giant Foxconn reversed course and announced Wednesday that the huge Wisconsin plant that was supposed to bring a bounty of blue-collar factory jobs back to the Midwest — and was lured with billions in tax incentives — will instead be primarily a research and development center staffed by scientists and engineers.

A group of defendants from northern Wisconsin is suing over funding and staffing problems in the state Public Defender's Office, arguing the rights of indigent defendants in Wisconsin to competent attorneys and speedy trials have been violated.
